S. Korea Commits to Nuclear Reactor Buildout
Kim Sung-whan, minister of Climate, Energy and Environment, confirmed during a press briefing that the government remains committed to deploying new nuclear power facilities outlined in the 11th basic plan for electricity supply and demand as initially scheduled.
The 11th basic plan, which was finalized in February 2025 to outline the country's power supply plan for the 2024-2038 period, included plans to build two new large-scale reactors between 2037 and 2038 and the first commercial small modular reactor by 2035.
Kim emphasized that confronting climate change demands carbon emission reductions throughout every economic sector, pointing out that decreased dependence on coal and liquefied natural gas remains essential for decarbonizing the electricity generation industry.
He underscored that the nation requires power system operations centered on renewable energy and nuclear power.
The state-run Korea Hydro & Nuclear Power Co., Ltd. intends to launch the bidding process for reactor locations imminently, to be followed by site assessment and final selection procedures spanning five to six months.
The company targets obtaining construction authorization in the early 2030s with completion dates set for 2037 and 2038.
The forthcoming 12th basic plan covering the 2026-2040 timeframe will project electricity consumption patterns driven by artificial intelligence expansion and electric vehicle adoption, while delivering a scientifically rigorous roadmap toward carbon-neutral energy portfolios and decentralized grid infrastructure, the ministry stated.
